Effect
Establish eye contact in circumstances that allow the instructions to be conveyed. An unprepared mortal generally obeys without a roll; resisting subjects, vampires, and instructions against the subject's nature require Manipulation + Dominate versus Intelligence + Resolve. Conditional triggers are not available without Submerged Directive. Normal Dominate limits on communication, harm, and resistance remain in force.
