Effect
Add your Potence rating to attempts to incite an individual or crowd to violence. Against a vampire, you may instead contest Manipulation + Potence against Composure + Intelligence; a win requires that vampire to test for fury frenzy at Difficulty 3. The power does not guarantee that the resulting anger targets someone you choose.
