Effect
A mortal meeting your gaze is immobilized while you maintain it. A vampire requires a win of Charisma + Presence versus Wits + Composure, and may spend one Willpower to escape on any turn after the first. Damage or forcibly moving the subject ends the effect. The subject can speak quietly but cannot shout.
