Effect
A target within 5 m (about 16 ft) freezes or attempts to escape in terror. Ordinary humans and animals succumb automatically. Supernatural targets and humans familiar with Garou resist; a supernatural target may spend one Willpower after the first turn to shake it off. Fear spirits teach it.
